Bhutan Health Emergency and Disaster Contingency Plan (HEDCP)

The Bhutan Health Emergency and Disaster Contingency Plan was developed through the WHO funding in collaboration with the Ministry of Health.

Final Presentation on the HEDCP to the Ministry of Health, chaired by the Honorable Secretary

It provides a comprehensive national framework for the Ministry of Health to prepare, respond, and recover from natural disasters and health emergencies. The plan was developed through several rounds of stakeholder consultations to align with the national disaster frameworks and policies for disaster risk reduction.

The plan outlines mechanisms for risk and vulnerability assessment, as well as emergency coordination and response at all levels within the health system.


The HECP focuses on all hazards, ensuring a multi-hazard, multi-sectoral coordination and response approach for timely healthcare access during emergencies.


Overall, the HECP serves as a guiding document to strengthen Bhutan’s public health emergency preparedness and contribute to national resilience against future health emergencies and disasters.
