Mr. Lotay is a civil engineer with more than 13 years of experience in the fields of construction, disaster management, and earthquake risk reduction. Mr. Lotay holds a Master of Philosophy in Infrastructure Management, Yokohama National University, Japan; Bachelor of Engineering in Civil Engineering, College of Science and Technology, Royal University of Bhutan; and Diploma in Civil Engineering, Royal Bhutan Polytechnic.
