GHI’s  staff is comprised of experienced professionals with diverse backgrounds, including earthquake science, engineering, medicine, law, communications, finance and international development. 

Mr. Lotay is a civil engineer with more than 13 years of experience in the fields of construction, disaster management, and earthquake risk reduction. His prior positions were Executive Engineer in the Department of Disaster Management, and Chief Engineer of the Construction Development Board, both for the Royal Government of Bhutan. His experience includes planning, designing, supervising reconstruction sites, and building the capacity of local carpenters and masons to “build back better.” He was the first engineer in Bhutan who worked extensively in disaster management as project manager and focal person for many donor projects. He assisted preparation of Bhutan's recovery and reconstruction plan from the 2009 and 2011 earthquakes, and assessed earthquake, flood, windstorm and glacial lake outburst flood (GLOF) vulnerability. He coordinated the first non-structural (falling hazards) mitigation initiative for schools in Bhutan. Having experience in post-disaster international assistance coordination, he led a technical committee planning the national emergency operation center (NEOC) and was a core technical engineer for the development of post-earthquake safety evaluation procedures for Bhutan buildings. Mr. Lotay holds a Master of Philosophy in Infrastructure Management, Yokohama National University, Japan; Bachelor of Engineering in Civil Engineering, College of Science and Technology, Royal University of Bhutan; and Diploma in Civil Engineering, Royal Bhutan Polytechnic.
